With three decades of experience in local government resource management, Pere most notable contribution has been stewardship of the Marlborough Environment Plan — New Zealand’s first integrated RPS, regional coastal, regional and district plan. This document involved crafting Marlborough’s strategic response to the environmental challenges and opportunities that exist within this diverse District, integrating the management of the built environment and infrastructure; land, air and water resources; the coastal environment; and indigenous biodiversity. Pere has championed the critical role of RMA planning in enabling appropriate resource use and in ensuring environmental protection through thoughtful leadership and his passion for collaborative approaches. He has worked with tangata whenua to ensure iwi perspectives and mātauranga Māori are not only acknowledged but embedded in the region’s resource management framework. Pere’s work reflects a respect for the interconnectedness of people and place, and a belief that enduring policy must be scientifically sound and culturally resonant.
