Michelle has been Policy Director at Infrastructure New Zealand for the past three years, based in Wellington. She is an experienced policy and planning professional with more than 25 years’ experience, primarily in central government.

Before joining INZ, Michelle was Transport Policy Manager at NZTA Waka Kotahi, leading a diverse programme spanning strategic, regulatory, and investment policy. Earlier roles included Integrated Land-use and Transport Planning Manager and Acting National Planning Manager, where she oversaw the agency’s national RM planning work and led research into consenting costs.

Michelle holds a Master of Philosophy in Environmental and Resource Planning from Massey University and a Master of Transport Management from the University of Sydney.
